SUMMARY:Separations Act Panel Debate
DESCRIPTION:Join AIA Pennsylvania on Thursday\, July 13th at Harrisburg University to hear both sides of the Separations Act Debate! This moderated debate will feature key players on both sides of the Separations Act.\n\nRegister Now\n \nEnacted more than 100 years\, the Separations Act mandates separate prime contractors for public construction projects in the areas of general construction\, electrical\, plumbing\, heating & air conditioning. This is referred to as a Multiple Prime Delivery System and it requires the state government to bid separate contracts for the general contractor and the main specialty contractors—electrical\, mechanical\, plumbing\, and HVAC—for most public projects. Pennsylvania is one of three remaining states with a Separations Act. \nOpponents of the Separations Act argue that it is an outdated law that bogs down public works project delivery at every turn of the design\, bid\, and management process resulting in broken budgets and inefficient management of public project funds. \nProponents of the Separations Act (Multiple Prime Bidding) argue that over the last 100 years the multiple prime delivery system has created quality\, transparency\, and value for state agencies in the bidding process through competition and an open and fair bidding system. \nThere are always at least two sides to the story. While AIA Pennsylvania does have a position on the repeal of the Separations Act\, we would like to act as a facilitator for a balanced debate between the two sides.
